3rd Bourbon Dynasty France.
Much different from the history as we know it, Napoleon III failed to establish a second imperial regime, and the second republic was followed by the third Bourbon monarchy. The first Prime Minister was Victor-Marie Hugo.
In 1909, it was still a reign of aristocracy and royalty, but there was an underground movement of revolutionaries, the White Party/Le Blanc, whose goal was to establish the Third Republic.
Recently, the tabloids have reported that General Joseph Joffre of the army, who was alarmed by the revolution, had unilaterally negotiated secretly with the North Central Empire of Kadath, and that he had obtained powerful weaponry technology and was developing new weapons and building up the military, but there has been no official statement from government or military officials.

It is a huge school with 100,000 students and an engine city.
It is a man-made island in the Gulf of Marseille, surrounded by a fortress-like wall. It was founded in 1850 (its name at the time was the City of Gahkthun). It has attracted young people of talent from all over the world (except Kadath) and has produced a number of distinguished Scholars who have gone on to become world-renowned Scholars.
The basic learning period is five years.
Four additional years are required for those who advance to graduate school.
As a result of producing Scholars, the Academia has strong connections in many countries, and the governments of many countries have been unable to carelessly lay a hand on them.
In the center of the academy there is a huge engine tower, the "Tower of d'If", and a mysterious spire, the Ruling Tower, and two large underground engines which provide power for the entire island. It is also the world's first automated city with almost complete enginization (automatic mechanization).
The university has ties to the Empire of Kadath, and graduates are awarded degrees in Kadath. It is said that graduates with outstanding grades are awarded a degree from Kadath.
It is a mysterious offshore facility with an unknown founder and operator. It was completely isolated from the outside world, with little contact with the outside world except for the receipt of goods from Marseilles (food, clothing, etc.).

One of a group of secret societies that can be identified as of 1909. The exact name of the organization is unknown. Based in the depths of the Himalayan mountain range, these anti-Kadath fundamentalists inherited the fearsome ninja technology. They reject engine civilization and deny Kadath.
Their ringleader is Fu Manchu, the Demonic Doctor. He is a legendary figure feared throughout the Oriental world as the Black Buddha, and is rumored to be one of the few survivors of the North Singhasari Incident, the greatest tragedy in the Singhasari nation, and a monster whose body is made up of the victims grudges.
He is said to be the monster that once shook the darkest corners of the British Empire in London, and once overwhelmed both Sir Sherlock Holmes and Nikola Tesla, the Lightning Fiend.
Recently, there is information that several Oinin were sent to Marseille for some reason, but the truth is unknown.
Hades [Organization]
Dark Lord. They are based in Egypt.
A small group of elite transcendents, headed by a demon named Nephren-Ka (not known to be related to the king of the same name who is believed to exist in Kadath). They are enthusiastically supported by some of the people of Egypt, but for some reason, their involvement in the Anti-Ottoman Engine Imperial Movement has not been confirmed (as of 1909).
Nikola Tesla points out the leader of Hades as "a fool for having fallen completely to darkness".
For a group of secret societies that have been fighting each other in the dark, this small group has remained eerily silent and has been virtually unrecognized outside of Egypt. However, the demon Nephren-Ka is said to be paying attention to Nikola Tesla's presence, and it is not unlikely that he will conduct some kind of activity within the French kingdom in the future.
Pnakotic Phantasmagoria [Machine]
Maddened World Machine. It is said to be a giant machine developed by the Golden King, or by a supernatural being that came from a different land than Kadath. It appeared in March of 1909, completely destroying the Giant God (False) controlled by the Universal King. Its whereabouts afterwards are unknown.
It is rumored that its right foot crushed or tried to crush something in the Strait of Dover (the Strait of Calais) in a certain month of 1909. In any case, this is the truth about the earthquake of a certain month that was rumored in Paris.
